What you just described, charging a capacitor, and then just dumping all the energy at once, would be a pulsed application. That would be just a single pressure wave, like a bomb, not the continual back and forth pressure change that sound is. If you're going stun your enemies with a singular blast wave, you can fit far more flashbang grenades per operator than LRADs, and they'll require less training as well.
