Chris: Admits his eBay is locked due to lateness in shipping out his orders and claims he's out of money (because he's wasted it on toys and vidya).

So not only is he in debt from PayPal (which is going to keep him from making a new PayPal account most likely), but he's also eBay banned. As I mentioned in the other thread, eBay bans are no joke and they are not unwilling to crack down on alternate accounts. Plus if his PayPal is taking money as a seller, he has to ship the items out/deliver the service or people can file PayPal complaints as well. Furthermore PayPal accounts tend not to go into the red unless your bank is out of money and you don't have any credit cards linked.
With the standing his account is in and all the debt he has racked up, any claims against his account aren't going to be in his favor. His money situation just got a lot worse.
