I think part of the problem has been the America has existed in modern times with a certain unspoken understanding that we need/want certain most of exploited labor to keep our costs down, and the argument is really about the theater of pretending to go through the motions of immigration enforcement. But I think as that percentage of illegal workers/people grew, people became more aware of them, and had/perceived themselves having problems with them. I am mostly talking about hispanic illegals, but I do think that the wave of legal Indian immigrants has also soured a lot of people on brown immigrants recently, as they have really strong cultural clashes that Mexicans don't have with Americans.
