They'll open a case to then raid the restaurant early in the morning. There, 5 illegals were captured and due for deportation. It's brutally optimised, trialled and tested.

So they're not supposed to be the ones conducting traffic stops or door-to-door searches, at least not without warrants and/or not for non-immigration crimes. That said, ICE CAN arrest american citizens if said citizens are either preventing ICE from doing its job, are committing certain crimes in front of ICE (If some guy was shooting a gun wildly in front of ICE, they could stop and arrest him regardless of his citizenship), or if they are deputized for help by local/state police.
Because Good was "blocking ICE from moving", on top of which it had previously been established she and her wife had come to protest against ICE, there is at least some argument that she could be considered to prevent ICE from going to do their business, i.e. possibly valid grounds for arrest.
The problem is the ICE officer trying to arrest her went 0-100 from the get-go; and her partner's "drive baby, drive" didn't help matters at all.
