My counter-speculation is based on the idea that the Dems were filling things out by hand last minute. I think someone said that the Democrats didn’t expect such a high turnout from the republicans base, especially for Trump. And considering that most house and senate races ended on Election Day, sans a select few, they made a judgment call, which is how we got here.

Conspiracy theory time!
I think the margin of Trump's victories legitimately surprised them (Florida was decided almost immediately), and they needed a lot of ballots so fast that they only had time to fill in the Biden bubbles.
I mean, Biden needed 250K votes in Michigan and like 125K in Wisconsin. Trump was killing Biden by 3-4%.
