The response to the hurricane in Puerto Rico was pretty clear, and when California was having another bought of wildfires in late 2017 because they just refuse to understand how fires work, FEMA was mobilized into one of the largest, domestic responses that it's employed in recent years. Don't even get me started on the last part, because California--especially Silicon Valley--managing to take care of itself is so utterly laughable that I genuinely think it would make for an amazing reality TV series.

You cut the power to Silicon Valley for any length of time approaching, say, 48 hours, and by the time the lights come back on they'll have already Mad Max'd themselves. It amazes me more terrorists aren't going for our power grid, you'd have us all terrified and giving into your demands by lunch.
After Hurricane Katrina, thousands of people evacuated into the Superdome, and were stuck there for several days in poor conditions. There were 6 deaths inside, 4 from natural causes, 1 suicide, and 1 overdose. There wasn't a single murder, and this was in New Orleans, which has several gang infested slums. Even at the nearby Convention Center, where 20,000 people were sheltering, there was only 1 murder. The idea that everyone goes postal in disasters is a myth, and I'm not sure where it comes from.
