I should clarify. The type of person who is doing this would be too lazy to get citizenship in another country like that.

Regarding Japan, Japan's government also requires you have a decent knowledge of Japanese, which is hard for native English speakers in the first place. Japanese, Chinese, Arabic, and Korean are generally some of the hardest languages for native English speakers to learn. It takes thousands of hours to get proficient. The idiots who are protesting Trump in a completely different country long after their protests would influence the outcome are not the kind of person with dedication to learn a language. Most likely, they're just stupid long-term tourists.
