It's never enough for these people.
If Trump dropped into Houston as soon as the rain stopped they'd screech (rightly) that he's causing unneeded additional stress on emergency services etc for the sake of a photo-op.
If he waits until things are relatively calm before visiting he's an evil racist who was too busy reading Mine Kampf to go and visit the people in the disaster zone.
There's no way he can win these people over, luckily most people aren't exceptional enough to think like Dobson.
