For what I've seen here in EU, there is both a cultural problem (young people with degrees often don't want to do low labor) and easy exploitation (immigrants don't ask for a proper pay or health garancies)
Immigrants dying at work is the ordinary in pizzaland, and since they're often in black labor and without permits to stay, their bosses very rarely get charged for damage or slavery or murder. They're a convenience for many companies
