He claims that despite being the initial aggressor, that his case will be dismissed and the other guy is going in for a nickel because he had to chase Tommy down to beat him with a solid object and lied to the police about it. Tommy thinks that because he sucker elbowed the guy from behind and ran off, that the guy is more guilty. He also considers his attack to be provoked because the guy had been "thugging" him for weeks.
He also has this wild idea that because he wasted the hospital resources two weeks later for a checkup that revealed no problems, that the state is going to prosecute the other guy to recover his medical costs.
