Maybe it's just me but it can be difficult to read when some neon eyecancer is dancing in my peripherals. I get they're already probably hanging by a thread as far as functionality goes but what about, alternatively, hover-over playback for posts with gif avis?

Do you have an adblocking addon for your browser? I would just use that to block the individual offenders.
I've done this actually and sometimes it just breaks a bunch of different avatars at the same time. Its spotty, I agree with the op that a toggle would be nice.

That would require KF to make a copy of every animated GIF avatar with only one frame, as a website can't really disable animated GIFs AFAIK. And if KF could do that, it could mean a lot more storage space needed on the server. Stopping the animation of GIFs is better done at the browser end, not the site end.

Report obnoxious GIF avatars. There is nothing that can be done on my end to stop them.

Gifs were banned for a short time until enough ppl screamed for them back. It was a wonderful time in forum history.
I hate them and regularly use the stealth theme when mobile browsing to get rid of them.

Works with AdBlock Plus, Brave, and adnauseum. You need to right click on the avatar itself and hide the element. I have blocked dozens of avatars this way. I do it for every gif avatar I see out of reflex.

Is it really possible to block the animation by using an ad block? Sometimes it is really annoying
