You cant actually lose a degree if youve legit graduated. The only degrees that can be revoked are honorary degrees like the one Bill Cosby got.
What is this pamphlet hes talking about? Losing a degree for underage drinking? Is the person themselves underage or is he referring to someone who facilitates underage drink? Because no one under 21 is likely to have a degree at that age.

Yes but certifications are different than degrees. They cant take away your actual degree from a legit educational institution unless its honorary like Bill Cosby. My mom is a teacher and one of her coworkers was fired AND lost his teaching certification for buying beer for a family friend's son and his buddies. They fired him in the middle of the school year. Most schools are extremely reluctant to fire a teacher in the middle of the year because finding another teacher or a long-term substitute is way more trouble than it's worth so unless there are really compelling reasons to boot them (drugs, sex offender, literally being Hitler), schools will wait until the end of the year. So they see giving booze to minors in the same way they see cocaine and kiddie porn.

EDIT: He eventually got another teaching job despite having a revoked certification. He works at a private school, since private schools don't have to worry about all those stupid pesky laws.
