This is something ROBLOX had for a time. Before (I believe? Fuzzy memories) from before 2014 an account registered as under 13 would have super safe chat applied which gave a limited number of choices for conversation. Basic things like "TEH EPIK DUCK IS COMING" and "ALL YOUR BASES BELONG TO ME".
Correct, this was a COPPA compliance thing iirc. As an under 13, you could only disable menu chat by having a parent sign up via the "parents" section, which gave the parents email notifications if chat messages were moderated, let them enable or disable safety features, you could monitor multiple child accounts from a single parent account, etc. I set this up for several younger relatives way back when.
They later replaced this entire system (including the parents section) with that dogshit "######" filter, the one that stifles actual conversation while giving iToddlers
music101 different ways to bypass it. They have only recently re-implemented the aforementioned safety features like disabling public chat.
The same thing can be said in regards to voice chat, where it was intended to let older users converse with one another away from kids. It was initially limited to 18+ with ID and no moderation, then lowered to 13+ with ID and slightly more moderation, and now it's 0+ without ID, just as long as your account has a verified phone number linked. Because the one thing unsupervised children don't have ready access to at any given moment nowadays is a fucking phone number,
obviously.
Now why they're not MAC address or hardware banning people, namely fucking pedophiles, is a really good question. Rhetorical, but a good question none the less.
They actually used to do this, but in secret. If they hardware banned you, the client wouldn't launch and instead gave a fake error code. Shedletsky in 2013 called this a "hellban", which seems to be the first and only time it's ever been acknowledged by any staff. Why they stopped hardware banning people is anyone's guess. Considering Roblox now has a fancy anti-cheat system, it'd probably be a lot more difficult to bypass or spoof hardware IDs. Once it becomes enough of an inconvenience to ban evade, the vast majority of them fuck off to some other pedohell like VRChat... but then that's less money spent on robux.
