Is this double counting people who were raped once and then raped later?

There was a number of aprox. 1 million rapes that was published earlier by, I think, the government (so it's probably higher). This is a different investigation, but I guess they're counting two different issues: victims and number of attacks. I could be wrong though.

I don't know how many girls have been abused but it's established that over 1,400 were in the sixteen years the Rotherham enquiry (Jay Report) covered and the 250,000 figure is a current estimate. I don't think it's wildly implausible that over a period 1.5x as long and across the entire country rather than one middle-sized Northern township, you could see 170x as many cases. The entire Rotherham borough is around 276,000 people. UK population is 67 million. Not everywhere is going to be Rotherham but not everywhere has to be.
