I don't really get the Power Level rating. I understand Power level to mean (on here) releasing intimate personal details, much like Lolcows do, but the rating seems to be used for something different. It gets used when somebody does something as small as say they've been or lived somewhere (like a country) even when it's related to a Lolcow, but this doesn't seem to be the same as the Power Level rule. What's the point of this rating?

TL;DR is this rating being abused or improperly used?

All the ratings get used improperly because folks are either jokingly doing it, "trolling", or they're just stupid. So, same as any other rating

It's new and fun to click on. This causes people to click on it even when it's not strictly accurate.

More seriously, a lot of people do use it improperly, or use it sarcastically or as a joke. Given that it's a neutral rating, there's no real point in getting worked up about it.
 
Ratings do not indicate consensus for one button press. You always get outliers. Family Feud polls 100 people and sometimes you get stupid answers to an obvious question. Just because someone thinks you told too much information doesn't make it true. A rating only carries as much value as you give it.

From what I see it's used jokingly like the optimistic rating and the autistic rating, and all of them are neutral ratings.
