I think I can see why this got stuck in development Limbo. The opening alone feels a bit like its fighting between wanting to be serious or very silly - like you start with a fish giving way too bloody much exposition to "Man with dying baby begs for a curse to save it"

Bluto already having facial hair as a baby might of worked if the movie universe was also somewhat absurd. Also Tom Kenny as kid Popeye is literally just a Spongebob clone.
