It's true. When they lampoon Bush Sr or Clinton, they usually mock their personal foibles. Even with that Bush Sr episode, the writers said "this isn't a political attack, it's a personal one".IIRC, the Clinton Presidency was the glory days of the show.
Honestly, I think the Simpsons in those days were never that political outside of a few episodes; to the degree that it was radical, it was in a social and cultural sense. Zombie Simpsons strikes as the opposite.
