Yeah that's probably the best way to put it for those characters. They didn't have to be soiled after Phil's death.

So how long till they get resurrected by currentyear writers, and Troy Mcclure being revealed to be a serial sex predator in a #metoo episode while Lionel Hutz gets a storyline about being drumpf's impeachment lawyer?

Oddly enough, Al Jean being the showrunner is probably the one thing that's keeping that from happening.

Despite being the guy who probably contributed the most to the rise of Zombie Simpsons of any individual and also being the one who did the most to keep it going by dismissing any and all of the criticisms against the show as Comic Book Guy-tier fan sperging, Al Jean is also the one who is keeping the new batch of woke Millennial writers from bringing back Troy McClure or Lionel Hutz or doing anything too extreme like trooning out Bart.

Mainly, it's because of the fact that he's the only one on the show left who even remembers Phil Hartman aside from the voice actors. If The Rat keeps the show going without him as the main showrunner, I wouldn't put it past them to bring back Hutz and McClure.

Things are going to be interesting for The Simpsons after Season 32 ends next year.

Now that Disney's empire has taken so many severe hits in the past few months and will likely take more as COVID-19 continues to be a severe problem, Chapek and any of the other bigwigs may have to start listening to the fans and make Season 33 the last season, and promote it as the big event of the year. Go all out and try to earn the goodwill of the fans back.

Fire Al Jean as the showrunner and bring back as much of the old writers from the show's first twelve seasons, and treat the series finale as a massive cultural milestone.

Lord knows I'd love to see Swartzwelder back doing an episode.
