How about H. H. Holmes? America's first serial killer? I know he's not as infamous as Hitler or anyone like that, but what he did was terrible. If I met him in a dark alleyway, I'd be hella frightened.

Stalins executioner and most brutal enforcer, whom Stalin directly termed as "our Himmler", and who was basically a cross between Himmler and Ted Bundy. Even in the earliest days of the USSR he made a name for himself as an especially ruthless and brutal enforcer, who carried out mass executions on whim during the country's civil war. When Stalin took over and began ordering things like the great purge and the imprisonment and murder of millions, it was Beria who oversaw and carried them out as well as being the mastermind behind the gulag system.

Why was he any different from the other dictators and scumbags? Because he balanced out this more "distant" evil with being a terrifyingly prolific serial killer and rapist, complete with a rape/torture dungeon uncovered a few years ago. Using his utter impunity he would regularly abduct and rape young teenage girls, as well as blackmailing women with threats to send them and their relatives to the gulags to ensure their silence. Any who resisted were murdered and their bodies either dumped in the aforementioned dungeon or buried in his garden.
 
Pol Pot was one seriously fucked up dude. What he did with his Khmer Rouge, eliminating all intellect from society, murdering all those smarter then him. He created a nation that is, to this day, suffering from the genocide of intellectualism he carried out. He turned Cambodia into CWCville basically. Therefore Pol Pot seems like a very appropriate choice here.

Good question - obviously HItler would be on there. Probably the guys who genuinely enjoyed running the concentration camps, and the guys who did human experimentation. Stalin was bad, as was Pol Pot, Mao, those guys. L Ron Hubbard would probably be up there as well. Not HItler bad but he's pretty up there, pretty much creating the perfect cult to exploit people financially and suing the hell out of anyone who speaks up against them.

Ask an Objectivist this question and they'd say Kant. I haven't read enough Kant to make an informed statement either way.

Tsutomu Miyazaki. There are very few things which can chill me to the bone, but the acts committed by this...man (and I do use that term very, very loosely), put a chill down my spine. He was an unrepentant murderer who molested and killed children and would then taunt their families. The man was a monster and I'm glad he's dead.
 
David Berg isn't as well known a cult leader like, Charles Manson, or Jim Jones. He was horrible though, he even spread his stuff overseas, specifically in Asia. He used religion to promote incest and "flirty fishing" he also had little kids do strip tease stuff on video for him. He referred to himself as Moses and his "scriptures" read really schizophrenically.

EDIT: So over the past few days I've actually asked people this question. I got mostly Hitlers and Stalins. I did get one Caligula though. With this I'd like to flesh out my answer more.

"Evil" is a tricky term. Many people like myself don't believe in "good or evil" but rather "justifiable or unjustifiable." Say what you want about Hitler but he saved Germany from falling apart from the Treaty of Versailles from WWI. Not all his actions are justifiable but some were, he did it for his country. Yet Caligula and Bathory both did everything for themselves, which rules out just. Caligula didn't have his guards convince his cousin to commit suicide for the betterment of Rome, he did it to secure his title. Bathory is considered one of the first serial killers with a victim count speculated at about 650. She didn't kill virgin girls for any divine reason, she did it for sheer vanity.
So yeah, I'm still sticking to Bathory.
