Eastern culture isn't just religion, it's also the morals and norms of the populace. Scamming and a total lack of morality are rule of law is super common across much of the East. Japan is the most Westernized, mainly because its been under US control since WW2.
But China, India, the Middle East, etc. All of these places lack the norms of Western civilization. They are not compatible.
They also adapted many of our ways as a result of Commodore Perry's expedition. Before WW2, Japan and the USA were pretty damn close geopolitically and plenty of cultural exchange happened.

Japan was also an anomaly, like England, both of whom were isolated island dwellers mostly cut off from the happenings of their mainland. Japan was a hardened military focused society, unlike the merchant focused ones like China and India, which produce nothing but kiss ass bureaucrat eunuchs, strivers, and work cattle, which led to them constantly being invaded and lorded over by outsiders. So Japan adapting and copying English tactics and Western technology obviously led to their success before their defeat. Their military elites knew which way the winds were blowing and made sure they didn't want to end up like China (at the time) and India.
Considering those are infested with Jeets. I'd up the ante and say California would be first due to how backwards it is... despite the fact California also has Muzzies and Beans who'd say otherwise.
