These elites have since spent the last 100 years refusing to give up any control of the economy or society resulting in many dictatorships. Pakistan's transition to democracy was pretty fake as these same elites still make up the military, civil service, and intelligence agencies. Their intelligence agency the ISI is believed to be a rogue intelligence agency that potentially runs the country and its 100% confirmed that they fund terrorism everywhere. Its not really a coincidence that Osama Bin Ladin was chilling in Pakistan next to a military base and its well known that they spent the last 20 years supporting the Taliban against the US. Its theorized that Pakistan's shadow government uses the nationalistic/Islamic outrage from Kashmir to prop up their undemocratic society.

India is also very elitist, but their elites maintained control through "Indian socialism" and the prestige of their families. Indians unironically do have free & fair elections, but they are also Indians. Indians want their country to act like a great power and that means responding to Pakistan harshly and always taking the option that involves fighting. Sikh Nationalists in Canada? Kill em. Pakistan acting out? Bomb them. They are in a very nationalistic moment in history and their leaders will probably do something retarded because they genuinely believe in striving for nationalistic goals.
