Here's a sad example of one of those areas, Las Colinas, Irving, Texas.
Originally, Las Colinas was supposed to be a mixed-use neighborhood designed to look like Venice (with office towers) complete with canals and gondolas. A real estate crash in the 1980s caused the project to be stopped halfway through development, but this is what they built:

It also has a elevated airport style train to move people between buildings (not currently operating):

The land got sold to some cheap developers who built nothing but generic apartment buildings on the empty land:
