I was a bit lost by that too. The entire scene with Caine getting into the mind files confused me. There was some sorta flashback with Scratch that seemed like something else, the sense of urgency with the WiFi slowly losing connection, I really didn't get that part.
It still seems absurd to me that Caine would not study these brainscans that he's shown to be obsessed with to at least mimic or recreate them (especially since the moon scene in the finale shows the NPCs he creates are also just as capable of independence and sentience). I know that abstractions have to be permanent for there to be any stakes at all, but if this was always the intended twist then this seems like an obvious plot hole that would need to be filled.
That is true yes they are outside of the usual ZOG channels for informational control but they are entirely born of this control in the first place. You have to remember Glitch is looking at a lawsuit in SK alongside sales haemorrhaging from the fact the movie got leaked. Anecdotes do not really speak to financial success and a lot of "box office hits" only break even because of how hollywood financing works.
