Feedback Strikedout Usernames

I've noticed lately that there are some usernames who have their usernames striked through. Usually these usernames are people who haven't been on this website for a very long time. Before anyone asks, I could visit their profile so I don't think the strikethrough on their usernames mean they're banned.

I'm out of the loop. What do you have to do to earn a strikethrough on your username?
