I've seen it on 4chan, /cow/ and lolcow.farm a few times but for all I know, those were kiwis using it too. I wouldn't use it anywhere people wouldn't know what it means.

Robert E. Lee was a sort of hero though, for sure by today's standards (admittedly low standards). At the least he was a leader of men and an honorable man himself. The fact that slavery was at issue doesn't really make a wartime general heroic or not heroic, especially from a time when slavery and serfdom were practically universal, and had been for.... ever.
I guess using Hitler was either too obvious or too much of a caricature, but in my opinion the comic would have actually been kinda funny if they just strawmanned the shit out of Prager and used Dr. Mengele in the last panel.
