I interpret the ending as the Prophets (specifically Sarah) deciding to spend time with him, show him what it's like to be a Prophet, and also sort of twist the knife a little so he understands how much of a pain in the ass it was for him to demand they stop the Dominion fleet.
There are lots of parallels in the show between Sisko and Odo. They both go "home." The implication is also that the Prophets may have further use of Sisko.

The entire thing could have been avoided if someone burned that book. I never understood why the Bajorans had the means to unleash the wormhole demons in the first place anyway. Like, if you had the chance to exterminate evil with a lighter and some gasoline, wouldn't you take it?

Legally removing Kai Winn was never on the table. Dukat killing her was the only viable option, and he wasn't going to do that until he got to the Fire Caves, which required the Pah-wraith book. Which means none of it happens unless the Prophets greenlit Sisko’s death to speed things along.

Honestly with all the failings of Star Trek, Star Wars, Dr Who, etc the biggest problem is I'm having a difficulty telling them apart in the grand scheme of things. The most damning part of these modern shows is that they don't have any unique identity to tell people they really different from each other so I think thats a huge reason these shows are failing among other things
