Like @Titan Lithos said, according to Robert Meyer Burnett, this final season seems to be a radical departure from the previous 2 shit-shows. They even got Doug Drexler back in the VFX department.
Terry did some of season 2 as well. He left halfway through to start on S3

Yes. They were tolerable, but quickly devolved to shit.
Moriarty's actor spoiled that he did all his shots in an afternoon, so he likely is just going to be in one episode. Then Spiner in typical Spiner fashion spoiled that he's more than likely B-4.
