IDW's done a prequel comic (that Jim Carrey had some kind of hand in, funnily enough) that covers the origins for Tails and Knuckles. If you look closely, you might see some characters who may pop up in a later part of the movie franchise. Movie Tails and Movie Knuckles are also coming to Sonic Forces: Speed Battle (Movie Sonic, Longclaw and Baby Sonic are already there) if you're into that sort of thing.

Yeah, I’m almost 100% sure they are not gonna skip Chaos. Especially cause it is such an easy big bad to have that can unite Shadow, Sonic and everyone against a common enemy.
I fully expect Chaos to appear at some point.

The prequel comic shows Tails tracking Sonic via chaos energy, so yeah it's inevitable. Chaos will probably get pissed after a few rounds of people fucking with his emeralds and come out to tell those kids to knock it off.

They could still have Chaos as the real villain used by Eggman that Sonic and the Edgehog have to unite against or something. The Chaos emeralds are already in this shit along with chaos energy. Still felt like Metal Sonic could've been used as the design of his new robot minions in this one to show he's become obsessed with Sonic.
Personally I hope the Echidna ghost girl from Adventure or some other echidna appears because it would probably send Penders off the deep end.
