TBF, the irrigation system was already failing as the Ice Age ended and the region became drier. The soil was starting to become overloaded with salts because the land was primarily watered by runoff, and they had already been made to switch over to barley (a more salt tolerant crop with deeper roots) in large areas. It was never rebuilt because it the soil too far away from the river's flood plain (the annual floods would cause the salts to rise to the top, wash away saline soil, and replace it with new soil) was too salty from the previous irrigations to be productive enough to justify its rebuilding.
