Then you better explain how, by whom, and to what end

Like, what you're doing so far is just gesturing towards US troop presence and financial cost, followed by gesturing towards diaspora presence, and then conclude that concern is obligatory
That's just a string of correlations
Military deployments and fiscal transfers are decisions made by states, and diaspora spread isn't a threat vector unless you're willing to say what's being carried. If your worry is transnational dysfunction, then say so, but that's a problem of state exporting, not cultural diffusion

The only people who claim that Somalia is somehow a model libertarian society and retarded leftists who don't know that the country is a failed socialist state. The country fell apart when the Soviet Union dissolved and the gibs ended.

It would be better if they separated into two different countries as they were two separate colonies before they became the mess they are now. Somaliland, the former British colony, is at least generally stable (by Africa standards) and is already operating as though they are an independent country anyway.

Actual even better, the country fell apart when they invaded neighboring communist Ethiopia without the approval of the Moscow for muh Greater Somalia which led to the the USSR and Cuba launching their equivalent of Operation Nickel Grass in support of Ethiopia when Somalia was on the verge of total victory, totally completely cucking them and causing a complete collapse of the Somali military and lead to like 8 coups before a total collapse into civil war.
 
Oh boy I can't wait for another hellish hyperwar between 500 clans and factions. I'd be all for sending troops and foreign aid, but not to Somalia, rather I'd support paying taxes towards a containment mission on all the borders and on the sea to keep them contained while they die en masse. Somaliland and Puntland, from what I recall from my reading, are marginally more competent and useful than the current official nation and were slightly helpful in countering the pirate scourge, so hopefully they become real countries.

If anything the problem is the foreign intervention, each time some faction or other has close to finally finishing it they get deposed by outside forces.
If it was just left to fester it'd sort itself out one or another, like all wars eventually do, but it's not been allowed to, people are wrong when they call it an example of anarchy; it's a case study of induced decentralisation.
