I haven't watched Steven universe in forever but in short yes, gems normally wouldn't have nipples or genitals but they are able shape shift there form to include genitals if they wanted too. ( that's how rose/pink diamond was able to give birth to Steven.)
I hate that i know this.

At least they put in some effort into that one, art-wise. It's not an over-filtered squiggly-lined heap of junk crapped out in fifteen minutes between the artist's furious mastubation sessions to shotacon yaoi.
Alright, short rant here:
They might even have had a point if they accounted for the differences in build, shapes and standards of beauty for men and women. Guess what? Men can look badass in dresses, too. Have done for centuries:

You can make it work with the right cut and fitting! Hell, classic superheroes -- before "character design" turned into "add more pouches, jackets, belts and other extraneous details on top of the suit" -- were basically walking around in unitards. An unisex garment. Fuck, if I knew how to draw I'd take the challenge.
But nope, those morons think that all they have to do is to pretend crossdressing is going to get them anywhere. Newsflash: Monty Python made it work because they were funny. You wouldn't know funny if it danced naked in front of you with only a fig leaf to cover its modesty.
