He's also high on gas fumes and maybe asbestos-reinforced suit contributes too. I think they kinda understand this wouldn't be the best representation, same as the guy, who took one too many sniffs of mustard gas in trenches of WW1 isn't the best vegetarian representation.
Also we know for sure Pyro is a CEO or a top wall street manager, but he just likes burning stuff more. Doesn't go well with "eat the rich" or whatever the current zeigeist is.

It's a lazy recolour/slight hair redraw of an official image. The fact they had no self awareness to realise turning an image of Naruto eating watermelon had connotations to it is pretty funny.

Part of me thinks OP is a drop-out.
