Re-education camp seem like a big step, and it will take time to implement efficiently. Especially given the recent issues with the railways.

Maybe compromise and start with forcing them to wear a pin or a patch at all times, just so they can be identified. Something easy to recognize, like a brightly colored solid geometrical shape.
