When I hear international rankings claim certain Western European countries are "more free" than America, I am... somewhat skeptical.

He didn't update his address while he was in prison and they want him to do that at the local mayor house or post it via mail to the preferred agency (assumption). Nor could they reasonably have thought that sending mail to someone in prison other than sending it to the prison would arrive.
