Okay, but no one ever said that. Except maybe Shane to keep his childbride from tattling to daddy that Uncle Shane touched her no-no places.

It's even worse than that. Vic did say it. While he was on his job, and he wanted the voice director to tell him whether he was doing a take well, and quoted Fucking Plato to say that if they don't tell him he did anything (read: his line reading) wrong, then he's going to have to assume that he has their approval. He would assume that their silence was consent. They then took him saying so, in that specific scenario, out of context to push the narrative that Vic just doesn't ever ask for consent ever, about anything.
