Seeking Lost UK Lolcow

Anyone remember the name of the UK Lolcow who would photoshop weird lips and creepy features onto photos of kids? I think he got caught looking in peoples windows too if I remember the story right but he wasn't in jail at the time because I guess that kind of thing flies in the UK.
