From what I've read, it's fucking complicated. There's numerous compliance levels depending on the amount of projected yearly transactions and there's security check requirements. A source said it's not illegal per se, but if some shit happens (like a breach), the business owner will see serious consequences if there exist proven negligence on their part. Not sure if this includes using "password" as the password of the database or not, since it was so easily broken into.

For anyone who wants to load up the original file from the breach, it's a MySQL dump, which is basically a shitty type of backup for a database server that is dumped into a single file. In this format it is generally only good for restoring back into a functional MySQL database again since its basically nothing more than a bunch of SQL commands and data. The best way to make it useful is to restore it back into a proper MySQL database server installation. There are a few other ways, but the results are crap. You could try to load it into MySQL workbench, but you will probably be less than happy with the results.
