As for a King outranking a Queen Parliament has actually gotten involved in this with the Queen Mary Marriage Act of 1554, she was arranged and did marry King Phillip II of Spain and during their marriage he was "King", but he was a King in name only she was the monarch and when she died, he did not get to continue being on the Throne it went to her sister Elizabeth the 1st.
Alan Moore was once an amazing writer he is also a complete nut and asshole.

At the time it was viewed more as an outreach to AIDS patients. The idea that gays were some significantly reviled minority in the 80s and 90s (to the extent AIDS patients were) is a relatively niche idea that only gained significant traction in the past few years and certainly wasn't a widespread thought at the time itself outside of maybe the activists. .
