This idea of mass migration solving something is the brainchild of narc American and European late 20-th century politoligists and culturologists (Who were on and off training one another until the americanoids gained main control) - obviously it's insipired by the ease of life these people experienced, since it's the post-industrial era when this type of thinking took off. Obviously it doesn't work because it'd idealistic - and it relies on the common folk having to deal with all the hurdles of ad infinitum foreigners, and the higher class reaping profits from it.
