Because people (like some of the twitter ones, Nora for example) would use this to backup their claims of being "Raped" because it was on the Rape-Tier-Tree(tm) so it must be official!

Only tier 5 and 6 would be rape. All others would be sex crimes but not rape (and tier 1 and possibly 2 would be misdemeanours)

There is being a creep and being a rapist. They are two seperate entities but the line is very thin sometimes.
Tiers of sexual assault is absurd and demeaning toward those who've actually been assaulted and and have to live with the emotional repercussions of that afterward.
