Is there ZERO possiblity that, after Barb dies, Joseph Cole Smithey will claim Barb's mortgage debt on himself in order to do some favor for his half-brother and thereby let Chris keep living in 14 Branchland Court without being homeless?

No.

The only reason Cole would do anything like this is to capture as much of the equity in the property as possible for himself, and let Chris pound sand. To do that he will sell the property out from under Chris, because he sure as fuck isn't going to want to live there.

tl;dr: Cole likes money a lot more than he likes Chris.

I heard that Cole, while seeing Chris as a nuisance, still does not have a full-fledged kind of resentment towards Chris, so it makes me wonder about the possibility that Cole will do Chris a surprise favor regarding the house.

Cole hates Barb and always has, he may not HATE Chris but he sees him as a consequence of Barb therefore does not care nor would ever do anything for him. He certainly does not NOT hate him enough to keep him living in a house. I think he would rather see that house burn with or without Barb in it than ever help Chris.

Disregarding Cole, we Know Chris has met his half brother David once- do we have any record or mention of Chris meeting his Half Sister even once even as a baby? I know she wasn't fond of Bob let alone Barb but she must have met him once out of Curiosity surely.

Absolutely not. You don't really get to take anything with you when you're in jail. They confiscate all your belongings and issue you a uniform.

I was thinking about what Chris will do if he can get his tugboat back and get into a somewhat stable living situation. I think his toys and games will be the number one priority above housing and bills and he will absolutely have to get all the stuff he missed. How much will he blow right out of jail?

Assuming his game consoles were not thrown out, he'll need the $30 MLP game that came out last month. Internet costs around $50, and he'll need a $10 Netflix subscription to watch the new Sonic show with tan arms. If he gets the Sonic movies on DVD that's another $28.

He's going to spend a lot on Legos: going by Amazon prices, a $34 MLP set, plus multiple Mario sets, I'll estimate the Mario ones at a total of $200. There's a fantastic Optimus Prime set that Chris just won't be able to live without, it's $170. The Sonic set is $70, but he's going to need more Sonic minifigures. They're sold loose on eBay for $20 each, so I'll assume he orders four more of them that he can modify into his characters with Crayola Fuckin' Model Magic and the deluxe multicolor package of that is $16. I'm thinking five figures to make the Chaotic Combo.

If he gets back into selling art, he'll need supplies. He uses the cheapest stuff available though, so I'll say $20 to get started for printer paper, markers, and pens. Keep in mind that that's almost like work for Chris so it might be low priority.

Grand total is $708. If there's a delay in getting his tugboat reinstated he'll be begging for donations the day he gets internet access.

I can't say this will be a good idea because it will give Chris more exposure and inflate his ego, plus any outsider project involving Chris tends to go down hard rather quickly.

Chris hasn't looked like Chris for years, but, yeah, the medallion of fail has been a constant up until now.

Some facilities provide breakable chains made from ball chain like what holds pens at hardware stores. Chris likely wouldn't enjoy the feel of raw ball chain rubbing across the back of his neck.

Personally, I think they'd want to spend as little time possible touching it. Just bag it and tag it and stuff it in a personal property box as quickly as possible and pray it doesn't haunt your dreams at night.
