That isn't on the teachers, it's the Department of Education that sets the standards, and the government doesn't want to deprive kids of high school diplomas because if you don't have one it's almost impossible to find work.

What exactly "is" on the teachers, though? Because it feels like every time they fail to keep their end of the deal it's everyone else fault and never theirs. It's the kids fault for not wanting to learn. It's the governments fault for the standards they set/not giving them even more money. It's the technologies fault even though the teachers were the ones who pushed for tech to make their jobs easier in the first place, etc. etc.
