Chris definitely didn't come up with that on his own. I don't think I've seen him reference that before either, up until recently he was pretty satisfied with Thanos as the villian.

Seems Chris will be making a video about Sonichu soon. It'll probably be stuffed with old Idea Guy references, seeing as how Chris is still clinging to the "special 69" term.
Chris is basically playing with the toys Idea Guy left behind. The Hardcore Henry guy was a villain Idea Guy used last year.
