Question about anonymous manual postmarks - Is an anonymous purple postmark made by admin only?

If a post you made was postmarked manually (purple postmark) and it does not say what user postmarked it does that mean that it was postmarked by an admin or is anonymous postmarking a feature for kiwi gold members?

It should say on the post itself who either suggested it or marked it manually
