A Quebec City resident is facing terrorism charges and is accused of promoting the ideology of the 764 network that promotes violent extremism.

Jeffrey Roussel, 26, from Quebec City, allegedly promoted and published graphic, violent and highly disturbing content, with the aim of inspiring and recruiting others, through a group on Telegram, according to the RCMP.

He is accused of participating in activity of a terrorist group, facilitating terrorist activity and the commission of offence for a terrorist group.


His victims, who have not yet been identified, are mainly teenagers, according to the RCMP's news release issued Wednesday. The investigation was conducted by the Integrated National Security Enforcement Team.

The RCMP says 764 actively targets children and teenagers on online gaming or social media platforms and popular mobile apps such as Discord, Telegram, Roblox and Minecraft with an objective to manipulate, recruit and radicalize youth to commit violent acts.

In an arrest warrant, Roussel is alleged to have participated in terrorist activity in the province, but also across Canada and internationally. It says he also participated in the group Mentalyl/984/1984.

RCMP confirmed Metalyl/984/1984 is an online group but is not a listed terrorist entity. They say Roussel was one of the administrators of the online group, which promoted the ideologies of 764. Canada named 764 a terrorist entity in December 2025.

764 and the 'Com'​

The 764 is connected to the "Com," short for the community, which Evan Balgord describes as a series of social circles and named groups.

The executive director of the Canadian Anti-Hate Network, Balgord says these groups encourage eachother and members to participate in crime.


Online groups spring up and then shut down or change names incredibly quickly, he said.

Most of the cases he sees tied to these groups are in Europe, the Unites States and Canada, but he says the network is international in scope. He says its goal "is absolutely sick" and involves social standing and social clout which is achieved by committing crimes and getting credit for them.

The Com also has three main types: encouraging sextortion, terrorism or random acts of violence and online cybercrime, says Balgord.

764 began as a notable group at the forefront of sextortion Com, he says, which facilitates the abuse of minors.

"It's very awful, vile stuff," he said. "Anything that involves like the child sexual extortion part of Com ... that's come to be called 764."

The charges against Roussel haven’t been tested in court. He appeared Wednesday morning at the Quebec City courthouse and is scheduled to appear next week for his bail hearing. The Crown opposed to Roussel's release.

What I still don't really understand about this supposed network is what it's members actual motivations are. Pretty much the only source I hear about it from is news outlets and they don't really put out any kind of concrete motivations that pass the sniff test. If it's a cohesive community as purported to be, as in something a 'member' would be able to reliably find their way back to when it rebrands/renames, then there has to be some unifying purpose beyond simply it's name. Pedo networks I understand, the motivation is obvious. Crime networks with either shared profits or clout/rep I also understand. But this one just doesn't seem to quite add up.

I assume I'm missing something important because of the news media lens.

To address the point about the news, they either don't know, don't care to dig into it, or are purposely ignoring the information out there on 764 and the "Com". There are a few folks online who are artistically fixated on these types, and there is a bourgeoning community of shitty "extremist researchers" glomming onto these "Nihilistic Violent Extremist" groups as their next big payday in "academia".

There is an incentive structure to not understand these wierdos, or to misrepresent the threat they pose, or worse, jacket those threats in the colors of their ideological rivals.
