Seriously that guy is Exhibit A for why this idea would fail, and it would make Eddie the most powerful man in the universe. RATS would rule the world.
My only concern is that the community service requirement introduces an element of delayed gratification that would scare away participants. Maybe make the first payment free, have a very low hours requirement for the second payment, and start incrementing with each payment until they're essentially working jobs? They won't even know what hit em.I propose a system where all recipients of gambling support payments should have to complete a certain number of hours of community service each week to qualify. It could be entirely run by the private sector and require annual licensing fees be paid back to the government by the providers and participants.
The US has a surplus of fat guys, it would be nice to finally leverage that resource in the interest of public health.I think it would be better to assign them tard wranglers to pull them out while they're ahead. Sit on their chest while the dopamine rush subsides.
