There used to be a lot of strict laws and weird loopholes for anything made in Cuba. A lot of those laws are relaxed now. You're allowed to have them less than some dollar value as long as other rules and conditions apply. An American can leave a foreign country with them, it's only when entering the US you have to follow the US rules.
