You know, I was trying to find a similar skirt for you, but the only thing even remotely similar I could find was this:

Which means that there's a pretty good chance that Pixyteri stuffed herself into an actual child's skirt there, which would explain why it sits so high on her waist and doesn't cover her ass.

Okay, I guarantee I'm like three sizes smaller than Pixyteri is--I have a 27" waist and I wear a size US8 most of the time--and I STILL can't cram my ass into most kid's clothing. Some stores that carry an XXL in kid's clothing, with an elastic waist, sometimes I can fit into, but it's quite a squeeze, and I'm absolutely positive that Pixyteri is bigger than I am. She's gotta be a size 14.

Its actually a high waist-ed cut, and its supposed to be worn with a frilly black petty coat underneath. I still have no idea what she was trying to do here. Most likely her obsession with looking and acting like a child is because of her obsession with Japan. In Japanese culture, youth and girlishness are beautiful and it usually hinges on a woman's ability to look and act young--not youthful, like a twenty year old, but like a GIRL. Pixyteri wants so badly to be Japanese but she doesn't know much of anything about the culture except for what she sees in anime.
