It's part of the "uniform". My guess is that one of the anime she got it from had the kids dressed that way so that's what she's doing.

And yeah, these shorts look like panties. I've seen this kind of outfit in anime for kindergarten kids, these orange or yellow hats, shorts, mary-jane style shoes, and blouses/smocks that were sometimes color-coded (blue/pink for boy/girl)

Truth be told, these kind of shorts only look good on little kids and people who are skinny, otherwise they just look like underwear.

Especially considering there are quite a few Japanese women who are heavier than Pixy and have huge followings. In Japan. wow
