Basically, going by pick rates in high level competitive play, McCree and Lucio actually go over 100%, i.e. on average across all games, you're bound to see at least one McCree and Lucio. On the complete other end of the spectrum, characters like Mei and Roadhog, which are generally considered pubstompers, are picked less than five percent of the time.

Gotta love China in trying to make their knock-off of another popular game. One can only laugh upon seeing a couple of the character models (Tracer and Widowmaker). The Widowmaker knockoff shows they weren't even trying in making a knock-off.
